About this role

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as experience 1)Leading cross functional teams to implement new systems, complex project plans and mission critical efforts; 2) directing and coordinating changes related to technology, operations, controls, or process management in order to mitigate risk and improve organization effectiveness while maintaining reliability of the bulk electric system; 3) providing guidance on system requirements, testing, and deployment. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. Major Duties: - As a Management and Program Analyst (Project Manager), you will: Manage the full lifecycle of complex projects related to Day Ahead Market initiatives, Lead and coordinate cross-functional teams, ensuring alignment with project objectives and organizational goals. Prepare and present regular reports on project status, risks, and performance to senior management and stakeholders. Direct and manage the upgrade and implementation of critical operating tools, including the Automatic Generation Control (AGC) and other EMS systems, essential for SPP Markets+ integration. Evaluate new technologies and solutions to enhance operational efficiency and market participation capabilities. Resolve complex inter-organizational issues and facilitates consensus among diverse stakeholders.
