SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Lead or manage special projects, activities or programs that impact recruiting and staffing initiatives. Review workforce and recruitment data to identify gaps in the recruitment process and improve hiring programs. Researching, analyzing and applying Federal Human Resources (HR) law, rule, regulation and policy to advise clients on a wide range of HR strategies (such as recruitment, staffing, position management, etc.) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Major Duties:
- As a Human Resources Specialist, you will: Serve as an expert advisor to the DOE Talent Team on special projects and programs related to recruitment and staffing, strategic advisement, and workforce planning/shaping. Execute processes and projects to enhance recruitment and hiring activities across DOE. Participate in interagency meetings and workgroups to advocate for new authorities, service delivery models, and training in program areas. Conduct research and data gathering efforts to develop candidate assessment, selection guidance and assess critical occupations and hiring patterns. Assure proper coordination between the Talent Team, operational recruitment and outreach teams, and customers across the Department. Provide guidance to Human Capital leaders on program emphasis strategies and perform assessments to ensure compliance with agency regulations and Executive Orders.
